VICE ADMIRAL E.A. BURKHALTER, JR., U.S. Navy (Ret.)
Chairman, Government Advisory Board

Throughout his more than 30-year career in government, Admiral Burkhalter has held several high level positions in the research and production programs for the Department of Defense. Since his retirement, he has chaired panels for the Department of Defense, Department of Energy and led a government task force that addressed counterterrorism and counter narcotics for President George H. W. Bush. Admiral Burkhalter is a recipient of the Distinguished Service Medal, the Legion of Merit, and has been decorated by King Olaf of Norway. Admiral Burkhalter is a graduate of the U.S. Navel Academy with a B.S. degree in engineering.


ADMIRAL ARCHIE CLEMINS, U.S. Navy (Ret.)

Mr. Clemins is a venture partner with Highway 12 Ventures and is the founder and president of Caribou Technologies, Inc., an international consulting firm. Mr. Clemins currently serves on the Board of Directors for Global Crossing, Extended Systems, Heathwise and The Software Revolution. He has extensive experience in alliance building, with a focus on business opportunities within the government, where commercial technology presents optimum enterprise solutions. He was commissioned into the U.S. Navy through the University of Illinois naval reserve officer's training program; he completed the naval nuclear power program and served on ballistic missile and attack submarines prior to his command of the USS Pogy. He received a B.S. and M.S. degrees in electrical engineering from the University of Illinois.


THE HONORABLE ARTHUR L. MONEY

Mr. Money has more than 30 years of management and engineering experience in the defense electronics industry and intelligence community. He has extensive experience in the design and development of intelligence collection analysis capabilities and airborne tactical reconnaissance systems. He was President of ESL Inc., a subsidiary of TRW. Mr. Money has served as assistant secretary of defense for command, control, communications and intelligence and as assistant secretary of the air force for research, development and acquisition. Prior to his Senate confirmation, Mr. Money served as the senior civilian official, office of the ASD (C31) and he also served as the department of defense CIO. He is also the former CIO for the Air Force. Since leaving the Pentagon, Mr. Money has become a member of various USG advisory boards, panels and commissions as well as public and private corporation boards of directors. He received a B.S. degree in mechanical engineering from San Jose State University and an M.S. degree in mechanical engineering from the University of Santa Clara.


WILLIAM R. MORRIS

Mr. Morris recently retired as a partner from PricewaterhouseCoopers Consulting (PwCC). At PwCC, he was responsible for multiple business engagements involving every segment of the supply chain process with both major government and commercial firms. He joined the firm after a distinguished career in the U.S. Navy where he attained the rank of Rear Admiral. Mr. Morris was responsible for all U.S. Navy and Marine Corps procurements, determining policy and developing acquisition strategy. He also has represented the U.S. Navy at congressional hearings, industry symposia and inter-service conferences. He received a B.S. degree from Bloomsburg University and an M.B.A. from George Washington University.


COLONEL CARL R. BAKER

Colonel Carl R. Baker is an expert in law enforcement who recently retired from his position as chief of Virginia's Chesterfield County Police Department (CCPD.) Col. Baker's distinguished career includes service with the Army Corps of Engineers and Military Police, leadership roles in the New York and Virginia State Police organizations, and service as the deputy secretary of public safety for the Governor of Virginia. Col. Baker has taught courses on criminal investigation, criminal procedures and law enforcement for Fulton-Montgomery Community College, State University of New York at Albany, Bluefield College and for the New York State Police Academy. He is currently an Adjunct Professor at the Virginia Commonwealth University. Col. Baker has a B.S. in Finance from Siena College and a Masters in Public Administration from the State University of New York at Albany.
